​Jennifer L. Kilinski

Jennifer's practice includes assisting special districts in the areas of public finance, public procurement, open government and ethics, rulemaking procedures, construction matters, navigating various licensing requirements and real property transactions. She also has experience representing clients on business and governmental regulation matters, including, but not limited to: public procurement, construction law issues, including contract negotiation, in bidding matters, in default situations and others, in procuring alcohol and other licenses, and in obtaining land use approvals.

Roy Van Wyk

Roy has dedicated the majority of his time representing community development districts (CDD’s) as general counsel as well as counseling builders, developers and investors with respect to the establishment and operation of CDD’s. In his practice, Roy draws on his prior local government experience, as he served for 18 years in the local government construction and construction regulation. He is also a Florida Certified Electrical Contractor. Having grown up in South Florida, Roy spent many hours enjoying the area waters, beaches and the Everglades. After more than 40 years in South Florida, Roy moved his family to Tallahassee to begin practicing law.

Jere L. Earlywine

Jere’s practice focuses primarily on special taxing districts and related foreclosure and bankruptcy litigation. In this arena, he represents a variety of clients, including both developer and resident controlled districts, as well as bondholders who have interests in such districts. He previously served as a Senior Assistant General Counsel with the Florida Department of Environmental Protection, assisting primarily with the Apalachicola-Chattahoochee-Flint River Basin litigation and Everglades restoration issues. He also previously worked as a federal judicial law clerk with the Honorable G. Kendall Sharp, United States District Judge. When not practicing law, Jere enjoys spending time with his wife, Rachel, and their two children.

Ashley Ligas

Ashley’s practice is rooted in her experience and advocacy in federal, state, and local government, including lobbying on behalf of the multi-family housing industry, as a liaison for community developers to government entities, and as a legislative aide and fellow in the Florida Senate and House.

Grace Kobitter

Grace graduated with honors from Stetson University College of Law with a
concentration in advocacy and was nominated to the Order of Barristers. While in law school,
Grace served as Secretary and Vice President of the Student Bar Association, as a Stetson
Ambassador, and was a Notes & Comments Editor for the Stetson Law Review. As a member of Stetson’s nationally ranked Dispute Resolution Board, she was a Regional Champion in the ABA Client Counseling Competition. Grace also served as a federal judicial intern in the Middle District of Florida, Tampa Division for the Honorable Anthony E. Porcelli. Prior to joining KE Law Group, Grace worked within the general liability division of a litigation firm defending corporations in civil disputes.

Meredith Hammock

​Since graduating law school in 2015, Meredith has worked on a wide range of matters, including commercial and public contract drafting, negotiation and compliance related to large- and small-scale construction projects, aviation law, technology, and Federal and local small business policies and programs.
